What are your preferred tools for systematic-trading programming development (Non HFT)

I have my own view on this that has changed over time that leans heavily toward doing your own. Do any of you believe you have 'found/work with' a preferred method for developing your trading research and execution? Does it involve 100% proprietary software or 100% a custom coded solution or somewhere in between given speed does matter when backtesting. I would be particularly interested in Linux based solutions and frameworks (PC, server or combination) that has worked for you using say e.g. java, C++, plotting libraries (HTML5, GTK, etc), SQL database, python (too slow for backtesting), scala, ML, use of IDE or non-IDE approaches, other? The answer may be that there is no such thing and the tools are the secondary issue and always evolving changing with the times. Feel free to contact if you wish to ask/reply privately.
